on international cooperation by NGO

Recently I attended a series of panel on NGO and INGO. Besides the lectures, we were seperated into 10 teams with 5 people in each. Each team was assigned a project which should be presented in English on September 16. (It's actually more like a "proposal.") However, there isn't any specific instruction for the project. What we have is a paragraph which describs a suitation, and we'll have to focus on anything that we'd love to work on.
So, the following is the paragraph we got:
從二十世紀初開始出現的全球暖化現象,在二十世紀末期因為臭氧層破洞以及可能因為全球氣候變遷所造成的天災頻率與規模擴大,普遍引起關注。亞洲瀕臨海的各地區也因為各種水文氣象相關的災難,常忍受生命財產的損失。今年北韓越南以及南亞地區遭受大規模水患,如經過世界銀行等國際組織的調查與研究指出,普遍基礎建設的不足,以及政府使用國內資源與國際援助的對象與方式不恰當,是使南亞等發展中國家長年無法有效擺脫水患之苦的重要原因。如何提醒政府與國際開發救援組織正視此一問題,攸關開發中國家或地區人民生活福祉。請小組自我設定為與個別議題相關之NGO,針對上述狀況,草擬聲明或規畫行動,向政府或國際組織提出訴求或建議。
The global warming starting from early 20th century has woresen natural disasters and increased the frequency. Regions by the coasts in Asia have been encountering disasters related to hydrography over the years and suffering from loss of lives and properties. This year, North Korea, Vietnam and Southern Asia were damaged by serious floods, and according to the investigation by international organizations, such as World Bank, lack of basic constructions and inappropriate use of domestic resourses by local governments and aids from abroad are the key reasons for failing to get rid of floods over years. Please draft a proposal as a NGO to advocate and awake local governments and internaitonal organizations to face this problem.
Our team narrowed down to the economic aspect. We try to build an international NGO which developes a mechanism to slove problems mentioned- " lack of basic constructions, and inappropriate use of domestic resourse by local governments and aids from abroad." We serve as a medium like Global Fund. In short, we put together domestic and international enterprises and NGOs , and local governments together to carry out some projects in order to make progress under our supervision so that people benefit from appropriate projects directly.
Enterprises invest and profit, aids from NGOs are properly used, local people attain jobs and constructions. The keys are how we attract enterprise and how we monitor the process. We come up with some ideas, we should develope different projects according to the local resourses, for example, Indonesia is famouse for its agricultural products and tourism. An enterprise might be interested in marketing their seasonings or tourism. When we talk about basic constructions, enterprise could charge as local government use the highway they build. And localers could also find jobs under those projects. However, we should also make sure that those governments or NGOs who propose don't exchange some precious resourses like tropical rainforest in order to prosper. We will try to make the mechanism more detialed and sound more practical.
Well, I have to admit that those ideas are quite rough. And any comments and ideas are very welcomed. It's very interesting that NGOs need to deal with loacal victims, political issues and ethics at the some time. It's really complicated, but we all want to do that best and acheive something. Likewise, Taiwan has been under terrible international political situation, but we have been helping lots of friends around the world. I'm very proud of being a Taiwanese.

Congratulations! You have something interesting and meaningful to do. I read some assigned materials from my professors about the NGOs and I was recommended to see the documentary film, "the unconvenient truth", which is related to your topic and could inspire you. I think you have seen it.
Besides, from the materials, I learned some NGOs had tried hard to do what you mentioned; however, most of them are ineffective. Do you know why? The ideas you refered to is, as you said, rough and short of innovation(that is my opinion. You need spicy words. Sometimes innovation appears unpractical, but for me it is better than the compromised one between two extremes, at least in the beginning of one idea).I am expecting your detailed and original-practical approaches. Nevertheless, it is a good job and I love it.

You are addressing a very meaningful and interesting event, how make NGO work on specific issues. Honestly, I am not familiar with NGO and their missions. However, I would like to share my ideas with you. I want to know the indoessina government’s attitude to face their flood disaster. For sure, the attitude to reconstruct the ruin and basic facilities is necessary with enterprises’ help in projects. The government needs local NGO talents who can become a bridge between government and other NGO from different countries. The culture and language barrier usually blocks cross-cultural cooperation that usually waste time and resource. The well-training and experienced local NGO experts would make team work efficiently and correctly. What interested me is to cultivate NGO talents. You also mention that indonessina is lack of local experts to construct basic facilities. The government may invest more fund and resource to local research institution and university. Those are units which can help this country to solve their problems; those units also attract guest professors and experts to corporate long term projects which are aimed at solving regional disasters. Then, the global warming, the main factor in the article causes flooding in south Asia. One is possible strategy is how to help those governments united to resist global warming. They may take actions by launching new policy and proactively attend those unti-global warming organization, the actions which may get more support from international community. Hope my suggestions will be helpful for you.
